Oce Roosevelt came into presidency however, he began to reastrain the railroad companies by further passing two acts, the Elkins Act of 1903 and the Hepburn Act. The Elkins Act was to stop the railroad companies from handing out rebates, and the Hepburn Act from handing out free passes.
